The Source:

A. Löwenstimm :
"Aberglaube und Strafrecht" [1897]
Verlag Johannes Räde, Berlin, 1897

The Case:

Löwenstimm remarks how suspected vampire bodies are being burnt in certain regions. Then he gives an example:

In the year of 1883, in the village of Begitowskij, in the district of Stavropol, some peasants opened the grave of a madman who had taken his own life, and they cremated the corpse.

The Date:

The happenings are said to have taken place in the year of 1883.

The Place:

I have not found the village of Begitowski as yet. The town Stavropol is less of a problem. It is situated in the South of Russia, between the Black Sea and the Caspian Sea.

Possible Follow-Up:

First find the book by Löwenstimm. He does mention his sources, which are two newspaper articles. So, when you find Löwenstimm, you can try to get hold of these articles as well. And of course you can try to find the village of Begitowski...
